What is Martyn's Law?
Martyn’s Law (the Terrorism (Protection of Premises) Act 2025) is UK legislation designed to improve how organisations prepare for and respond to the threat of terrorism.
It applies to a wide range of publicly accessible locations, including businesses, venues, events, and educational establishments such as schools, colleges, and universities, where larger numbers of people may be present.
What Does It Mean for Organisations?
Martyn’s Law places a responsibility on organisations to ensure they are prepared to protect staff, customers, visitors, and students in the event of an incident. This includes:
- Having clear response procedures in place (e.g. evacuation or lockdown)
- Ensuring staff are trained and aware of what to do
- Being able to communicate quickly and effectively during an emergency
- For larger premises, taking additional steps to assess and reduce potential risks
The aim is to improve readiness and ensure organisations can act quickly to reduce harm and save lives.
The Role of Communication
A key requirement of Martyn’s Law is the ability to rapidly communicate with people on-site—whether that’s customers, visitors, employees, or students.
Organisations must be able to deliver clear, timely instructions and updates during an incident, such as advising individuals to evacuate, remain inside, or move to a safe location.

How RESPONDALS Business WhatsApp Platform supports Martyn’s Law preparedness
- Rapid, direct emergency communication
Martyn’s Law places strong emphasis on the ability to communicate quickly during an incident. WhatsApp is already widely adopted and familiar, which reduces friction in an emergency.
Our WhatsApp Business Platform can support this by:
- Sending instant broadcast messages to staff, volunteers, pupils or registered contacts
- Delivering clear instructions during evacuation or lockdown scenarios
- Reducing reliance on email or manual phone trees (passing on of messages), which are too slow in a crisis
- Supporting preparedness procedures
Martyn’s Law focuses on simple, low-cost actions rather than new infrastructure.
Our WhatsApp Business Platform can help organisations:
- Embed WhatsApp into their existing emergency plans
- Test messaging as part of drills or tabletop exercises
- Ensure staff know where instructions will come from in an incident
- Consistent messaging during incidents
Confusion and mixed messages increase risk during emergencies.
Our WhatsApp Business Platform allows organisations to:
- Issue consistent, centrally controlled messages
- Avoid conflicting instructions from different departments
- Maintain a single “source of truth” for incident updates
- Evidence of reasonable preparedness
While Martyn’s Law is not about “box-ticking”, organisations may be asked by the regulator (the SIA) to demonstrate that they have thought about and prepared for communication during incidents.
Used appropriately, our WhatsApp Business Platform can support:
- Documented communication procedures
- Evidence that staff can be reached quickly
- Demonstrable planning around emergency alerts
